Safari is a part of OS X and the only way to get a more modern version is to upgrade your machine.
I think iCab and SeaMonkey browsers still support Snow Leopard. Try Googling "Snow Leopard Browsers" and you should find some additional ideas. Then verify if they are still supported on Snow Leopard (that is to say, they are keeping current with internet standards are secure for various services, such as banking, etc...)
What type Mac computer does he have and what is the model number?
To check the model number hold down the option/alt key, go to the Apple menu and select System Information (or first choice).
You can, also, still download, install and run Mozilla Firefox's ESR (Extended Security Release) web browser version for OS X 10.6-10.8.
https://www.mozilla.org/en-US/firefox/organizations/faq/
Firefox ESR web browser program will support security updates only (no new feature updates) for OS X 10.6.8-10.8.5 until sometime in April 2017, by which time, Firefox support for these OS X versions will end.
